Deputies with the Putnam County Sheriff’s Department say they were dispatched by Putnam County 911 to a report of a one-car motor vehicle accident in the area of Fishkill Road in the Town of Philipstown on Thursday, July 18 around 5:30 p.m.

Upon arrival, deputies say that the vehicle was unoccupied and semi-submerged in the reservoir.

Further investigation revealed that the vehicle’s driver, identified as Ellexis Hoerl, 23, of Pleasant Valley, was babysitting two children, ages six and nine, deputies say.

Hoerl was allegedly impaired by drugs when she crashed through a guardrail and went off a retaining wall into the reservoir.

The children, who are siblings, were evaluated at a local hospital, found to be uninjured and were released to their parents, deputies say.

Hoerl was also allegedly in possession of concentrated cannabis and Adderall.

Hoerl was arrested and charged with the following:

  • DWI under Leandra’s Law, a felony (two counts)
  • Driving while ability impaired by drugs
  • Seventh-degree criminal possession of a controlled substance (two counts)
  • Endangering the welfare of a child (two counts)

Hoel was held for arraignment.
